Rules for using the Net

REGULATIONS OF USING THE NETWORK
AT UNITS OF THE POMERANIAN MEDICAL
UNIVERSITY OF SZCZECIN

The term of network in this regulation stands for the network of the Pomeranian Medical University.

The network covers within its reach all organizational units of the Pomeranian Medical University.

1. Each employee and student of the Pomeranian Medical University of Szczecin has the right to use the network of PAM.
2. The network’s user is each person entitled, within given organizational unit of PAM,
to use the network of the Pomeranian Medical University.
3. The network’s administrator is a person assigned to service and to administer the
network.

The activation of broadband connection of given computer to the network comes after written order of activation, which is submitted to the network’s administrator of PAM by the manager of given organizational unit or by person entitled by him.

The first configuration of the computer when connecting to the network is always performed by the network’s administrator.

The Pomeranian Medical University does not bear responsibility by virtue of possible costs and penalties borne by the network’s users, resulting from breaking the rules of this regulation and legal provisions in force (in particular breaking the copyrights of other people, spreading the contents that break existing legal standards, customary law and a good name of other users or third party).

The Pomeranian Medical University does not bear responsibility for effects of possible shutdown of the network resulting from some unknown reasons e.g. a power cut, a failure in the link supply beyond its administration area etc.

The Pomeranian Medical University does not bear responsibility for damages, devastation of hardware as well as possible data loss by user resulting from neglect or incorrect maintenance of the computer.

Each network’s user is entitled to the full usage of the Internet link and to use it according to one’s needs, within the range not going beyond the rules determined in this regulation, existing legal standards, as well as the general rules of using internet (http://info.wsisiz.edu.pl/~rrynkiew/netykieta.html).

The Pomeranian Medical University will secure the technical possibilities which enable an open access to the devices of the academic urban network.

CHAPTER III
THE RESPONSIBILITIES OF THE NETWORK’S USERS

Each user bears the exclusive responsibility for breaking any kind of copyrights as well as licencing agreements connected with using illegal software or making it available.

Network’s users are obliged to use network according to law in force, in particular it is forbidden:
1. to use, make available and spread the software deprived of a suitable licence as well as
coming from illegal sources;
2. to use, make available and spread illegal (pirate) multimedia files;
3. to spread the junk mail;
4. to scan the network;
5. to conduct attacks, hacking and other actions connected with intervention in the other users’ or third party’s computer’ resources, as well as devices in the Internet and the network, without the consent of the Pomeranian Medical University authorities;
6. to conduct, with using the system, the commercial activity different than in aid of the University;
7. to hinder or prevent other users from using the network or accessing its resources; 8. to run programs which excessively overload the network, of P2P type (e.g. Kazaa, eMule etc.);
9. to lead wilful, not agreed with the network’s Administrator, changes in the network connection properties (in particular IP address).

Users, holding personal email account registered on PAM server, are not allowed:
1. to make the passwords available;
2. to take any kind of actions breaking the servers’ security and their failure-free job, by any means;
3. to take any kind of actions with the aim of breaking the security system and potential remote taking control over any computer in the Internet;
4. to send, gather, publish and make available in any form the materials or contents not compliant with law in force or breaking good customs (above mentioned resources will be removed from server without prior notice to the account owners).

The protection against outside intervention into computer’s resources of each user lies exclusively with the user; therefore, the installation of antivirus program and if need be also the firewall is recommended as well as regular updating the operating system in order to prevent third party from taking a remote control over user’s computer.

The user is obliged to protect his own computer’s resources through the use of compound passwords protecting the access to his own computer, through changing them periodically and through protecting those passwords from the outsiders.

CHAPTER IV
REGULATION PENALTIES

The user breaking the regulation’s rules might be periodically or completely deprived of possibility to use the network by the network’s administrator.

The full legal liability (including the material one) for breaking rules of this regulation, within the range of using the server’s resources of the Pomeranian Medical University, is exclusively borne by the account owner; and in case of general accounts – by the person who has broken the above mentioned rules.

The computers of persons, who conduct attacks on other computers, infect with viruses, scan the network etc., will be disconnected from the network until the irregularities are removed by the user. Due to technical reasons disconnection of the user, who pose a threat to the network,
might be linked to disconnection of persons working at the same network segment.

The network’s administrator will inform direct supervisors of users about gross cases of breaking the rules of this regulation, and in particularly severe situations also the authorities of the Pomeranian Medical University.

CHAPTER IX
FINAL INFORMATION

In the matters not mentioned in this regulation, articles of the civil code, the penal code and other legal norms will be practiced, as well as the internal regulations of the Pomeranian Medical University.
